Question / Help Freeze during stream.

Hello,

I started streaming to twitch.tv a few days ago but noticed that when I stream I get like a huge lag in the video which is being shown on the stream.
Example: It plays normally for approx 40 seconds and the gets stuck for like 20 seconds, the whole time.
The game itself (while streaming) doesn't lag or show any other issues like frame drops etc.

Already tried different streaming settings but not a single clue were the issues come from.

For refference my system specs:
Intel i5 2500k
NVidia GTX 560 Ti
4GB RAM

Upload is ~9MBps / Download is 25 (not so much relevant)

My current OBS Settings:
Endoding:
Quality 5
Bitrate 4000kbs
Buffer 4000kbs
(tried already lower)
Sound: AAC 96

Baseresolution:1920x1080 with a 1.5 downscale to 1280x720

CPU priority: normal
x264 preset: very fast

That's it maybe some can give me a hint where to start to fix my issues.

Looking at the logs, it's probably just on the viewing end somewhere between twitch and the viewer.
I've had bad viewing experience lately on twitch on non-featured streams with few viewers.

Just a note that 4000 bitrate/buffer with VBR has the potential to spike to 8000kbps bandwith. This is potentially a problem for viewers with poor connections to the Twitch server.

On a related note, 4000 bitrate is massive overkill for your resolution and frame rate. 2000 bitrate/buffer should be more than enough, maybe up to 2500 if you are playing a fast paced FPS.

Oh thanks - I didn't really calculate resolution / KBs. More ore less used the OBS estimator for my settings.
I guess if Id stream on 1080 the 4k bitrate would be appropriate.
