Question / Help Frames vary in obs even when not streaming

Hi i have a strange issue, so far the two games this issue happens on are Overwatch and Metro Last Light. Games are running fine over 100 fps. but obs wether im streaming or not cant stay at 60 it fluctuates. Now ill say again , This happens when NOT streaming or recording just having it open and watching what its doing!

16GB Ram

163Mbps Down and 10.05Mbps Up.
