Question / Help frames dropping on some games (mostly source engine)

hi, first of all i should point out that my pc is not amazing, it's pretty much average or slightly above average and can run most games at high/medium-high settings without trouble.
my internet connection is pretty bad (6mb/s down, 0.2mb/s up)
however - i am able to stream some games like binding of isaac and secret of the magical unicorn fairy whatever it's called (terrible game, i know) without dropping any frames in 360p (most people are just in the stream to listen to my friends and me speak, but some want something to look at, too)
however, once i go into a game that's running in the source engine (hidden: source, counter-strike: source, the ship, for example) , even on minimum graphics, i start dropping anywhere between 20 and 50 percent of my frames (and needless to say it looks terrible).
i really do think that my pc can handle the games, as i'm able to run other games without dropping frames, so i'm wondering if there's any way someone can help me with getting my framerate sorted so i can stream source games :)
here is my log file contents:

Lagging frames are a sign of your PC falling behind and if you'll take a note of your own log, you'll see that you have few, if any at all of those.

Dropped frames are a sign of the connection falling behind. Of which you have a notable percentage. The reason for which really is the upload. If the number you specified is accurate (0.2 Mbps) then I'm afraid there is really nothing that can be done about that.

Could you run an upload test here and show the results?

your cpu is limiting you pretty much ... btw source engines are all cpu based thats why its even harder for your system.

but your gpu is actually fine and will still perform decent on pretty much every game.

theres btw not much to change to your settings to get more room for your cpu except turning off obs :(

that's good to know, there's no way i can improve my connection, but a better processor can be bought at some point in the distant future

that's what i was thinking, but why am i able to stream some games fine but then other games start dropping frames?
they're streaming at the same resolution, i don't see why it would change it :/

A better CPU will have no meaning without a better connection. Again, if you really do have a 0.2 Mbps upload as you stated then there simply is no conceivable way in which you can stream a Source engine game.

Look at your settings, you're running very low resolutions at very low framerates just to stream a mostly static game like Binding of Isaac. Source engine titles are far more active, far more dynamic. Their framerate is far, far higher. In the settings you're currently using it would simply end up looking like a vague blob of pixels, nothing more, nothing less. And increase the framerate but a little and your connection would not be able to handle it. Increase the resolution but a little, same story. And you would need to do both for it to look acceptable. In fact, you would need to run 720p@30 FPS as a bare minimum for it to be remotely watchable. Which really would require a minimum of at least 1.5 Mbps upload.

I can sympathize with not being able to improve on one's Internet connection, for whatever reason (there are countless reasons this could be the case); it does however not take away anything from the fact streaming requires bandwidth.

ah right.
the game doesn't actually look bad at 360p (not great, though)
that's such a shame, i really want to stream D:
we've signed a petition to get faster internet in our area, but there's no way of knowing if that will ever happen...
is this the same for League Of Legends?

Obviously. Even more so, given the fact League of Legends is a major bandwidth hog and does not play well together with other programs if there is a very limited upload available. For LoL I personally would recommend 2 Mbps at the very least, quite frankly. We've seen people with less in here having major issues simply because Riot Games doesn't know how to optimize their title.
