I want to record minecraft on my computer but obs seems to be using all of the frames witch drops my frames in minecraft. normaly I get around 150 frames, but when obs is open my frames drop to 50. I have an intel i5 computer. I also do not have Nvidia i have AMD randeon HD 6500.

which i5?
your symptoms are a general indicating that your computer is NOT up to the task of real-time video encoding with the settings you're using
Now, whether optimizing your OS and OBS for an under-powered PC will suffice is near impossible to tell with what you've posted so far.
With a log, as the pinned post in this forums indicates, we can possibly identify any obvious OBS config issues

Your trying to use an Intel i5-650.. released in 2010 .. for the VERY computationally demanding task of real-time video encoding???
I didn't bother to check, but I'm guessing the GPU is of a similar age?
generically, for an under-powered CPU,. you'd want to GPU offload the encoding... but getting a newer GPU for that old of a system isn't worth it.
Maybe someone else can advise... sorry, I tried streaming with a decent 2015 laptop with GPU NVENC offload and failed...
