Question / Help Frames Dropping No Matter What settings and bitrate i use/ good internet

I was never dropping frames until yesterday I noticed my dropped frames increasing. I try to use nvenc x264 and still doesnt work i tried using the lowest settings with 2500 bitrate and still dropped frames. My internet speed is 100mbps down and 10 up

And if this even means anything my kb/s counter spikes up If i have 3500 bitrate it would spike up to 4500 even when I use 2500 bitrate to.
