Question / Help Framerate is perfect but still notice choppiness/stuttering while streaming

Whenever I try streaming, despite my framerate sitting at a perfect 144, I have fairly noticeable stuttering and choppiness that does not occur while not streaming. Any idea why this is? Are there any settings I can change to try to help the problem?

I had a similar problem with Battlefield V and many people pointed me towards this program https://www.wagnardsoft.com/content/intelligent-standby-list-cleaner-v1000-released
It stopped all stuttering for me, and ever since then I use it with every game just in case and haven't suffered from stutters since.Literally just run it and press start and you're good to go, hopefully it works.
