Question / Help Frame Rate/Screen Tearing Issues

I posted earlier today about this issue, but despite receiving help, the issue remains. I have some new ideas about what the issue may be.

My setup is as follows: Intel i7-7820X (8 core, 3.60 GHz), Nvidia GeForce 1080Ti, 16 GB RAM, 1440p monitor (currently set to 1080p after following previous advice), FPS capped at 60.

The issue that happens is I experience screen tearing during games. It gets really annoying. The video recorded doesn't have any of that. The monitor is G-Sync, and I also have V-Sync enabled.

One thing I think might be an issue is my Elgato HD60 Pro PCI-E card. I'm using it to record my GoPro footage while I game. It needs software to function, and the software has the inputted video encoded through my graphics card. OBS Studio also encodes with the NVENC H.264 encoder. I think this may be a part of it. I'm unsure how to disable that unfortunately. I could try uninstalling it, but...

I found the issue. It wasn't that my GPU couldn't handle the load, but rather that V-Sync and a few other settings were off or wonky. Thanks.
