Question / Help Frame rate issue with OBS.

So I started streaming with two separate computers (the pcpartpicker link will take you to all the hardware in each PC) using the ndi plugin and I have come across a small problem. One of my favorite games to play is Overwatch and when trying to stream it I have an issue where the OBS on my secondary (stream) PC is super choppy. No other game I stream does this and I have figured out that the issue is with the frame rate at which I play on my main (gaming) PC. My frames usually hover at 150 fps at max graphics, however the frame rate is too high for OBS to handle on my secondary computer. I have figured out that I can remedy the problem by setting the games fps to 60, but I would prefer to play at higher frames. Is there a way I can keep my frames uncapped on my main PC and still get a smooth stream on my secondary one? Is there a setting I am over looking or am I out of luck?

This indicates your gaming PC's GPU is overloaded by both playing the game and running a 60FPS NDI feed.

The streaming PC does not seem to show any errors.

However:

Both PCs have an out of date version of Windows with a feature active by default that cannot be switched off, and that negatively impacts OBS performance, called Game Mode. The link below has information on it.
