Question / Help Frame rate in Replay Buffer recordings butchered and CPU usage skyrocketed after October Windows 10 update

TL;DR: Updated to October Content Update for Windows 10. CPU usage for games skyrocketed to 85-100% and OBS' replay buffer cannot reliably record at 1080p/60fps anymore.

EDIT: I found a temporary solution. Changed my power plan to High performance resolved it, but in return the CPU is constantly at 100% and makes more noise than usual/before.

In addition to the info above, I've tried the following solutions:
  • Rebooting the PC
  • Lowered the graphics settings to Low in various games
  • Removed the game capture sources in OBS and re-added them
  • Re-installed the latest graphics drivers (411.70 416.16 - NVIDIA)
Due to a known bug that Microsoft is aware about, I can see that the CPU usage is pretty high (85-100%) during gameplay while OBS is using Replay Buffer, but I cannot see which program(s) is hogging the resources. I tested this issue with three games:
  • Rainbow Six: Siege
  • Overwatch
  • Hearthstone
What I found out was:
  • What was interesting was that if I put Overwatch in windowed mode, the frame rate in the recording would be buttery smooth. Fullscreen border and fullscreen would just tank the frame rate recording. If the Overwatch game window was not in focus, OBS would still record the game in the background, but the framerate was flawless.
  • Hearthstone had no problems maintaining the frame rate.
  • Siege had problems with all three display modes (fullscreen, fullscreen border, windowed). This issue was only while you're in-game in a match etc, and NOT when you're in the menus.
The games themselves played otherwise flawlessly, it's just the recordings that messed up.

So, anyone got a solution? Or at least have the same problem?
