Question / Help Frame rate feels sluggish & twitch freezes

I've been having streaming issues recently where my framerates say I'm getting normal responses but the game feels really sluggish. At this exact moment on my stream it starts to freeze and eventually sorts itself out. I haven't fiddled too much with the settings in OBS and I believe my internet, 120/12, and hardware is good enough...
i7 4770k
16GB RAM
GTX 780 DCU2
MAXIMUS VI EXTREME
Samsung 840 pro
WD 3TB Green

I am also not currently using a capturing device, just the specs and OBS. If i try 1080p the MS ingame jumpes from around 7.0 to 20.0+ which kills my frame rates online. (Warframe)

Any ideas or Optimizations?

This was the time of the livestream I did with my friend also looking at the streams quality, however it does not include much information for some reason like the other log files... It says i did one at about 3:30:00 ish and has a lot more information but I cannot tell if it will show the problem because I don't know if I had frame issues during that stream. I'll see if I can post below.

You're streaming over wireless which is probably the problem. Wireless is not stable enough for a consistent stream. Also put your preset back to 'veryfast'.

I have a pretty good wireless connection and barely any interference, Is there any other recommended settings? I'm also wondering if someone might be able to monitor my stream to confirm this and see if there's a different problem at some point?
