Question / Help Frame lag whilst streaming any game...

----- The issue -----
So as the title says I get frame lag when streaming any game, it will run smoothly for about 20-30 seconds then I'll get 5 seconds of intense frame lag! The games I have tried so far are BDO, SWToR, HotS, KF2 and Overwatch. I've tried lowering the graphic settings on all of the games and the lag still happens in the same way across all of the games. I'm not sure what information you'll need to help me solve the issue so I'll post as much as I can think of below.

----- OBS Settings -----
Under video encoding I am using the x264 encoder (although I have tried Nvidia NVENC though the issue persists), CBR and CBR padding are enabled and my max bitrate/buffer size both sit at 1000kb/s.

Under the video section of the settings the base resolution is 1920 x 1080 and there is no downscale at 30 FPS. Disable Aero is not ticked.

Under advanced > video, x264 CPU preset is set to veryfast, encoding profile is main, keyframe interval is at 2 seconds and use CFR is ticked.

I'm not sure if there are any other settings you need to see so I apologise if I haven't provided enough on that front.

Download is 25mbps
Upload is 6mbps

----- Computer Specs -----
CPU - FX-8350 (worth noting that this gets put through its paces whilst streaming, idle its about 15-19 degrees C but when streaming its about 58-62 degrees C)
RAM - 16GB Corsair Vengeance
Mobo - Gigabyte 990FXA-UD3
GPU - 2 GTX970's in SLI
Storage - 240GB SSD (just for OS) and 3TB HDD (for everything else)
PSU - Corsair AX860i

You need to downscale to 1.5 (720p) and use either 30FPS or if you can handle i'de recommend using 60FPS, but you're trying to stream in 1080p which twitch does not like for non partnered streamers, downscale to 1280 x 720 which should be 1.5 if your base resolution is 1920 x 1080
