Question / Help Frame Drops

So I've been having quite the ordeal trying to figure out why I've been getting frame drops for about the past 3 weeks. Literally the only program I have any sort of issue with is OBS. I play League of Legends, Halo Online, watch streams, without having a single internet issue. Regardless, I've replaced all cords, modem, I've had xfinity out here, used the program twitch test to test all NA servers and to find my best server, disabled firewalls, tried hitbox and twitch with same issue...

So, something recently I did was download a free version of hotspot shield(a VPN). Some forum said I could test this to see if throttling was occuring. When I activated this I found that my stream ran fine with 0 frame rate drops. When I ran a server test through Twitch Test I found that my connection to all servers was greatly improved(got about 3x the bitrate). Obviously using a VPN while streaming any online game isn't really going to work as latency in those games starts to become an issue because the VPN tanks my ping.

So does this confirm that literally just OBS is getting throttled? I'm not that intelligent towards this whole line of things and I'm at an absolute loss of what the next step is because if I call comcast they're not gonna be like "ya we're throttling your upload". The only other thing that I can think had changed around the same time i started having this issue was I upgraded to windows 10. Any help/advice would be greatly appreciated. Thanks friends

i guess i uploaded a log just in case? not really sure if it was from a vpn stream or not..

I've actually been having the same problem, no issues with anything else but frame drops OBS and I'm on windows 7 ult.
