Question / Help Frame Drops without any known reason

Hello. This last saturday, I was able to stream for a constant 10 hours without a single dropped frame. The last two nights however? Dropped frames every few minutes by the hundreds. It's not my internet. I've ruled that out with constant testing. It's something else going on. Here's my log file:

So what's going on? It's fine for a bit then it's drop-pocalypse.

It's either your internet or twitch, dropped frames come from network congestion so either you or twitch are having issues. Keep in mind streaming requires a very stable connection, while it may work fine for web browsing and gaming, a constant upload is more strenuous.

If the drops happen after 30-60 seconds only, then your ISP is likely throttling your upload after a certain amount. Use shaperprobe to test this. http://www.cc.gatech.edu/~partha/diffpr ... probe.html

I tried shaper probe before. My ISP has come out multiple times and I've directly accused them of throttling and they've denied it. It's Charter Communications. As far as I know, they aren't really known for shaping.
