Frame drops only while playing PC games, works fine with Wii u/switch

Hey so I wanted to post here because I thought it's strange that I get some frame drops only when I play games like GTA V, SpellBreak, and even League of Legends for a short moment. Any console game works fine because it runs to my elgato HD60Pro so it seems to be great and no frame drops. My game itself looks fine and *does not* lag while I am playing, so I can tell it is a stream setting that I can't seem to figure out. If I go lower than medium/normal settings it does not look good so I'm trying to avoid that.

Any help would be greatly appreciated, for the past months I gave up on trying to play PC Games and focused solely on consoles or low-quality games like among us but I think my computer (should) be able to handle higher quality games that I'd like to stream such as Fortnite, Apex Legends, GTA V specifically.
