Question / Help Frame Drops ONLY TO TWITCH w/ OBS, not with other services

So I've been battling my ISP for weeks now, saying that I'm having upload speed issues since I'm dropping frames like crazy (around 20% of my stream is dropped) to Twitch. To try and rule out what was causing the problem, I tried streaming to YouTube, 0 or VERY little frame drops. I downloaded Xsplit's trial to try, 0 dropped frames.

I'm just so confused. The same OBS settings work FINE for Youtube, and Xsplit claims to not drop frames, but OBS drops like crazy. Just hoping for any kind of insight. I'll supply whatever logs y'all need.
 
There is a streaming test option in the Twitch-dashboard (left buttom corner). There will be a customied stream-key, so you can test the stream without going live. Maybe you get a specific error message from twitch why your frames will drop.
 
Did you ever end up getting a solution to your problem? I'm having the same problems where OBS has no problems on YouTube and other software like Xsplit have no problems on Twitch. I've only been dropping 8% of frames, but that's still a big deal sadly.

Nope, never got anything and it's been months. I thought it was my ISP throttling my connection to Twitch, so I started using a VPN which helped for a month and now the problem is back. My OBS logs only show that I'm losing frames to bandwidth. Also when I run the "Twitch Server Test" that helps you pick a server to stream on and the best rating I got was 22%. Really frustrated.
