Question / Help Frame drops... How to fix it?

Was streaming to cybergame.tv and got a huge amount of dropped frames. Also got some spikes in OBS (bitrate jumping to 4000+ while set to 3000 with CBR on)...

CPU usage were fine (just the stream and flash player + browser open) and my connection is stable and can handle 4mbit/s upload (3900 kbps stable). I´m wondering about the huge ping to the server (it should be ~50-60 because i`m sitting in Germany and Cybergame.tv is a russian service) and the frame drops.. Anything else were fine, this was a DJ-stream with 2 cameras active and just line in for the audio (onboard)...

They dont have a different server to stream to, so how to fix this problem?

Your connection in that log definitely was not stable. It stalled and had problems to keep up. Between germany and a russian server are a lot of possibilities for a connection to go bad and drop frames.
Your OBS configuration seems fine, you have very minor duplicate/late frames, so unless you want to move to russia, you should lower your bitrate until it stops dropping frames, you can try a few hours later if the connection is back to a stable state and then you can increase the bitrate again.

Yep i was streaming with the same settings (slightly different hardware config & scenes but it was working great).

I can try and do some pings & tracert to the cybergame.tv server to check whats going on - specially because it was strange.. I got a huge spike with frame drops for 2-3 minutes and then i can stream fine without lags for like 10-30min.

So its not on my end? I asked my ISP (tech support), they told me the same - everything is fine, your connection is fine.
Thats how it looks like (high ping because the routing is strange, 100km distance to the server):
