Question / Help Frame Drops and lag

Using OBS on windows partition on my mac
I have done tons of trial and error and have used suggested settings found on youtube, but still cant seem to get a smooth stream without fps drops or lag occasionally. Is it my settings, internet or is my macbook simply not powerful enough to handle streaming?

• 100 up average, 35 down average

OBS Settings
i think my settings are at pretty low as is, but still experiencing frame drops and lag

• rescale output 852x480, balaned, main, keyframe 2, async 4, CBR, bitrate 2500
• output resolution 852x480, bicubic, fps 30

I would try lower bitrate to 1500

My Mac specs:
MBP 13, 2.4 i5, 8G ram
Blackmagic Web Presenter
Most of the time 0 drop frappes, Audio sync is very close.

so setting a higher than necessary bitrate actually makes a stream lag? i did not know that
