Question / Help Frame Droping

Hello, i never had an issue when it came to streaming any game i played. I went off to college for a few months and i come back and i cannot keep a stream running without dropping massive amounts of frames. Where is says what speed im streaming at, the color is frequently fluctuating from the whole array of colors.

I have:
Amd fx 8150 3.6
16gb Ram
nvidia geforce gtx 760

Internet Speeds
Download Speed: 58.38 Mbps
Upload Speed: 39.08 Mbps

I tried adjusting Stream settings, along with changing servers and changing websites to stream from. None of which work. Any suggestions are appreciated

Sorry to say but that post didnt help me. I tried xsplit to see if it worked and it did, but id rather use obs. Any ideas why i would have unstable connection for obs and not xsplit?
