Question / Help FPS when streaming after windows reinstall.

So my computer crashed recently and I had to reinstall windows and OBS alongside other tools for recording/streaming league of legends gameplay.
Before the crash I was able to comfortably stream LoL and the in game FPS was always around 60-80 while streaming.
Since the reinstall of windows 7 this has just dropped to always be at 25 FPS in game whilst streaming/previewing. I have not seen a topic on this before so I would like any information on this if anyone has any idea what could be causing this problem.
My Settings in OBS were the exact same as before the reinstall apart from the fact that the game now is unplayable while streaming.

So I posted the log but I still only want to know if there is a workaround for this sort of stuff as it has probably happened to someone before. Still there are the logs for you guys to sift through and see if you can help. Cant post logs from before because of the windows crash...

- Don't use Monitor Capture if at all possible unless you're running Windows 8/8.1. Use Window Capture+Aero Enabled or Game Capture instead.

- 720p30 at 850 Kbps is probably going to look like poop, consider downscaling further.

- 720p30 at the faster preset might be more than your CPU can handle. If you get messages about encoding taking too long, change your preset back to veryfast, or downscale further, or both.

It worked fine before the windows reinstall and the stream looked relatively decent. I have to make do with a 1megabit upload speed :P just no idea why it is running at 20-29 when before it was just fine sitting at 60+ when streaming.

Well you can keep repeating that or you can try some of the suggestions. One is guaranteed not to fix the problem. :) In particular you should try switching away from monitor capture and see if it makes a difference.

Yeah, I'll try to do that. It seems to have a similar problem when frapsing games of league, not sure what would be the cause of the framerate to cap this drastically when it was absolutely fine before...
