PC Specs:
Graphics Card: GeFroce GTX 970
Processor: Intel i7 4790k @ 4Ghz
RAM: 16GB DDR3
Motherboard: Asus Z97E/USB3.1
Storage: 1TB HDD
Setup is as follows, 1920x1080 monitor, downscaled to 1280x720 using Lanczos at 60fps. Bit rate is at 3500kb/s, my upload can more than handle it. I usually stream Overwatch, when I have my frames set to unlimited in-game OBS decides that it's going to stream at 23 FPS instead and be all choppy and terrible. But when I limit my in-game FPS to 60 to match what I'm telling OBS, it looks great, except for the occasional drop of 1 or 2 FPS because it can't consistently maintain 60 at all times. Is there something I'm not setting up correctly, any advice on what could be causing this or ways to fix it?
