Hello,
I'm having a bit of an issue streaming CS:GO. When I'm not running OBS, I get 130 to 180 FPS in-game, but it drops a little bit when I stream. The game is still playable, but it's not ideal. I'm able to stream other, more intensive games like GTA V with no issues. Firstly, my specs:
CPU: AMD Phenom II X6 1090T (6 physical cores, 3.2 GHz)
RAM: G.Skill Ripjaws 8GB (2x4GB)
Video: EVGA GeForce GTX 560 SC 2GB
Motherboard: Gigabyte GA-970A-D3
I built the computer almost 3.5 years ago, so I know it's not the best by today's standards. That being said however, I will also say that my CPU is not throttling as my usage never goes higher than about 55% to 60% with both the game and OBS running. Also, my system uses less than 4GB on average. Now, my OBS settings:

Thanks in advance for any help I get. I can live with it, but if there are any settings that I can tighten up to get rid of that stutter, I'll give them a go.

- I started out with 3500 bit rate, so I decreased both to 2800.
- Downsized the stream from my native resolution of 1080p to 720p.
- I started out with 60 FPS, dropped it down to 30.
- Set "process priority class" to high. It didn't make a difference, so I set it back to normal.
- Unchecked CFR. It didn't make a difference, so I rechecked it.
- Increasing the x264 CPU Preset to anything higher than "veryfast."

Also, I'm not sure if it matters much, but here are my launch options in CS:GO. I play on 1280x960 stretched.
- -novid -console -threads 6 -high +cl_updaterate 128 +cl_cmdrate 128 +cl_interp 0 +cl_interp_ratio 1 +rate 128000
