Question / Help FPS spiking while not even streaming

Hello,

So I have been using OBS for close to a year and I have had no problems. My computer is less than a year old and definitely should be equipped to game and stream without problems, which it has been doing up until now. Recently, I don't know if it was exactly after last update, but the FPS tracker in the bottom right corner is showing spikes while I am just sitting in the main menu of Overwatch while hover over all of the options. Also, while streaming, I am having stuttering issues/lost frames. I looked at my logs and noticed a bunch of lines saying failed to load. I am not tech savvy enough to know what it means or how to fix it and was hoping one of you guys could help. Thanks in advance for any help or suggestions. By the way I reinstalled graphics card drivers and obs software, but did fully uninstall OBS because I kept settings/scenes etc.

I also have that problem with Overwatch, I'm doing nothing, pretty much just previewing the game in OBS Studio, and the FPS counter at the bottom right corner count way lower FPS then the game is actually being rendered at, like the game is running at 120 FPS and OBS says (and show in preview) the game is at 20 fps or something, sometimes it shows like a frame every second or even just get stuck. The audio levels show no problem.
