Question / Help Fps slowly dropping during stream AND kb/s random drop

Hey, So I setup my Elgato so I can stream ps4 and the way i'm doing it is just recording a window capture of the Elgato Game Capture for it.... I had to do it this way for my audio setup but anyways as soon as I got it setup and I started to stream I ran into two recurring problems I can't seem to find fixes for.

First problem I have is when I am streaming I will start the stream at 60fps. Around 1h in I realize I am now at 45fps and it slowly will drop until it is at like 20 fps and the game looks extremely laggy for some reason but my game looks perfectly fine.

Second problem I have been running into is I'll be streaming and randomly see my kb/s in the bottom right of obs drop heavily. I stream at 3500 bit rate and what happens is I see it at 3300-3700 then it goes down like 3000 > 2700 > 2500 > 2000 > 1000 > 800 > 500 > 50 > 0 and then shoot back up to 3500 again.

Speedtest results: 51 Download 32 Upload

Graphics Card: ASUS ROG STRIX GeForce GTX 1080 Ti
Processor: AMD Ryzen 7 1700 Eight-Core
Motherboard: ASUS ROG STRIX B350-F
Storage: Toshiba 1TB
Ram: ADATA XPG 16GB
Power Supply: Corsair CX600M PSU
OS: Windows 10

Bitrate going down during loading screen is ok as long as it doesn't spike up too far above the set bitrate, there is too little stuff for video compression to do with mostly a black screen.

But for the video frame rate problem... log shows:
Number of lagged frames due to rendering lag/stalls: 82492 (20.8%)
Not really sure what to say, other then maybe try to reduce graphics settings in games and turn off G-Sync if you have it on with supported monitor.

since I updated obs I haven't ran into the fps problem but regarding the bitrate like if I watch my stream my cam and the game totally freeze for like 3-5 seconds then comes back, Also it does sometimes happen in game which makes it hard for viewers to watch,

You might want to check your CPU and Motherboard temperatues to make sure they aren't overheating and slowing down. (downloadable HWMonitor, and/or windows 10 task manager's CPU usage showing GHz speed)

You might have too many game captures, you can start a new, fresh scene collection to try only one game capture, or only 1 monitor capture.
