Question / Help FPS problems while streaming

I've recently downloaded Obs and decided to start streaming. I'm completely new to streaming, but the program was simple enough for me to setup along with my twitch account. However while trying to stream Path of Exile, both the stream and in-game fps becomes quite choppy and pretty much unplayable. I'm not sure what to do in order to fix this without messing up the settings, so I figured I'd ask here what my ideal settings should be when considering my specs, or if I'm able to stream at all

Here are my specs:

Processor Intel(R) Core(TM) i5-2500K CPU @ 3.30GHz, 3801 Mhz, 4 Core(s), 4 Logical Processor(s)
Nvidia GeForce GTX 560 Ti
8.00 GB RAM

Download Speed: 57879 kbps (7234.9 KB/sec transfer rate)
Upload Speed: 11608 kbps (1451 KB/sec transfer rate)

Heres part of the log. This is two instances, The first one is at 2000 bitrate and the second is at 10000, I was fiddling with the bitrate for a while so I didn't want to link you a massive log, but I imagine 10000 bitrate is more accurate.

Do a 1.5 downscale from Settings->Video which should help OBS spare some more CPU resources for the game to make use of, as a result you'll experience little to no lag while streaming.. Another advice is that you should lower your bitrate to 2000 this will help viewers that can't download at good speeds from twitch to watch.
