Question / Help FPS problem in... idle!!!

Good morning guys,

i've recently done a format of the pc to solve some issues but magically a damn problem comes.

Basically if i put fps to 60, obs on the statistics (even in idle without any game or nothing just a black screen) shows me 59.02 fps and i have every second 1 frame loss (with a micro stutter).

Anyone have an idea to solve it?????

Log seems incomplete, at least I'm not seeing the scenes and sources.
OBS will render the scene (done by the GPU), when its opened, no matter if the stream/recording is running or not, so maybe there is some rendering problem.
