Question / Help FPS lag

Hi all.
When I go live with OBS, my FPS tends to drop in-game. Maybe for only specific games such as first person shooter games.

My FPS lag wasn't as bad in game as it was in the video. The game runs smoothly when I play without OBS on.

My laptop specs are:
AMD Quad-Core Processor A6-3420M
AMD Radeon HD 6520G
4096MB RAM
Windows 7

Stream Settings:
Quality:10
Max Bit Rate (kb/s): 1250
Audio Bit Rate: 256
Custom Resolution: 1366 x 768
Resolution Downscale: 910 x 512
FPS: 30

Upload speed result from testmy.net: 7.6 Mbps

Any setting change recommendations? Any support will be greatly appreciated. Thanks!

its the payment for a budget system (also talking about cheap laptops)

something like a A10 6800k APU would do a decent job with streaming and gaming, obviously talking about desktop systems in this case because laptops are just not made to be a streaming machine
