Question / Help FPS Lag in game CS:GO

I get a major FPS drop when trying to stream CS:GO (or any game for that matter). I used to stream this game no problem 100 FPS in game with my output being 60FPS 720p. But now all of the sudden I get a major FPS drop.
specs:
Graphics Card: Two Radeon Sapphire 6970s
Ram: Corsair Vengeance 16GB
Processor: AMD FX-8320 8-Core Black Edition 3.5GHz (overclocked to 4.0GHz) Water-cooled 10 degrees Celsius
Hard Drive: 1TB Western Digital Blue
Motherboard: MSI 970A-G43 AM3
Power Supply: IN WIN Commander III 800W 80+ Gold

You'll have to wait till 0.655b gets deployed. It contains a fix for the DirectX9 change in the latest windows 10 update by MS.
