Question / Help FPS lag about every 30 seconds

I'm using OBS to record for YouTube and about every 30-60 seconds, my game lags for 5 seconds. How can I fix this with minimal quality loss?

Windows 8.1 64-bit
Processor: AMD FX(tm)-8320 Eight-Core Processor, ~3.5GHz
8GB RAM
Card name: AMD Radeon R9 200 Series

set your base resolution to your game's resolution in game and when you need around 1360x768 resolution, just downscale from 1080p to 720p. aside from that, raise your preset to superfast. this will help your encoder yet give you the same quality with sacrificing larger video sizes.

Also, your bitrate is ignored since you have 0 buffer, which is fine, but raising your bitrate, in itself, will do nothing.

in order to raise quality, use the crf=22 and go as low as 17. Anything lower will probably be to much.
