I literally haven't updated anything about my PC and used to use these settings all the time. I seriously haven't changed a thing and before I was easily able to stream in 720p and 60fps. Now whenever I try to stream (or even preview a game) my frames on OBS drop to about 20-25 range while the game I'm playing is still at a solid 60fps. I don't know what's changed but something is broken. I even tried to uninstall and reinstall which didn't fix anything. My PC is also overclocked so keep that in mind while looking at the specs, also my download speed is 180.28 Mbps and my upload is 24.24 Mbps so it's not an internet issue either.
