Question / Help Fps issue

When i play normally on high settings in League of Legends, i get t60 fps the entire time. But when i stream i get 20 fps, and it looks very bad on my stream, so i tried out turning everything to low quality in the video tab in league of legends, yet i still only got 20 fps. 20 Fps is not only hard to play on, but hard to watch. i have a very nice alienware m15x laptop and should have no problem streaming with more fps. Here are my software.

64-bit operating system
intel(R) Core(TM) i7 CPU Q740 @1.73GHz 1.73GHz
6.00 gGB of ram

Aero is disabled in OBS
I am currently using a max bit (kb/s)-rate of 1500 and a bitrate of 128
48hkz stereo
Codec is AAC
Buffer size is 1000
Fps is 29
Resolution 1600x900
I am using CBR (if i turn it off it says i must enable it to stream on twitch).
Quality is 10
Video adapter is ATI Mobility Radeon HD 5850
I have CFR enabled

I am not that good at computer things, i just put down everything i think would be helpfull. i really enjoy streaming but find it hard paying with 20 fps, if you can help me please do.

You should have posted a log file viewtopic.php?f=5&t=7144. Your PC is not as high-end as you might think, I don't think you can stream at that high resolution without problems. Downscale and the game will probably run better.

When I put the resolution downscale on something smaller, the game shows up smaller on twitch, like 3/4 size with black bars arround the sides.
Select the source in OBS (by clicking on it) and press Ctrl+F, or right click on it > Position/Size > Fit to Screen.

I am streaming my monitor, an it is full screen, but when I get in game it does what I say it did, with the black bars. So when I tab out to resize it, it just goes back to my monitor screen, is there a way I can some how freeze the stream I game so I can resize while tabbed out? Sorry for so many question, but I am really noob, sorry :/

Never mind, I found a program called borderless windowed mode. I can refuse it without minimizing it. Thanks for all your help Xephome.
