Question / Help FPS is fine, OBS stream FPS drops during high movement

I started to pick up streaming again lately and games like Minecraft, COD:MW2 have been successful but when it comes to CS:GO, there's a bit of a problem. Now, my in-game FPS is fine actually, it stays within 90-115 but when I try to stream the FPS on OBS drops from 30 FPS to 0 but comes back up (stream stutters) when I move quickly. Any ideas on how to make this better?

OBS Settings:
Resolution: 1024x576 (downscale from 720p)
Bitrate: 2500
Buffer Size: 2500
Set to 30 FPS
CPU Preset on veryfast

Game Settings:
1280x720
Low Shaders, Textures, Shadows, and Effect details.
Fullscreen Mode

CPU: AMD FX 4350 Quad Core
GPU: AMD Radeon 6670 (x2)

OS: Windows 10 64 Bit

(tried to upload it, don't know if it showed up) EDIT: it showed up

Looking at 2016-06-11-1100-20.log Number of frames skipped due to encoder lag: 569 (4.34%)
Stutter and fps drop only when moving fast? That is probably a problem with limited CPU.

Increase OBS priority (can be done in OBS classic advanced option), and reduce priority for game and other program's CPU eating programs using task manager Details tab (Process tab on windows 7/vista).
If CS:GO show up as high priority, lower it and remove "-high" from startup option.

Could try "SuperFast" to lower OBS CPU usage and fix some stutter fps drops, at a cost of less quality or bigger filesize.

I will try that, thank you!

Post a internet test.

Try to change your bitrate at 2000 or 1500.
