Question / Help FPS Fine, Stream Laggy

Hello! I have wanted to get back into streaming but I have a weird issue that I have searched far and wide for and cant seem to find a solution. I want to be streaming to Twitch and whenever I stream the stream is very laggy and choppy. I have solid FPS in game which confuses me on why I would be lagging. I have tested 100, 2000, 3000, 3500, 5000, and 6000 bitrate and each one lags. I did look at the Twitch analytics and I have a constant and stable bitrate, 60 FPS and never drops, and have made sure to connect to the server best for me. I have tried nvenc and the lag has gotten better but its still very annoying to watch and I would prefer to use x264. I have made sure my internet connection is good as well.

CPU: Intel i7 6700k @ 4.0GHz
RAM: 32 GB
GPU: EVGA GTX 1080 FTW
OS: Windows 10

I have now tried using the auto setup wizard with still no luck. My download is 236.44 Mbps and my upload is 12 Mbps. I would like to mention the games I have tried to stream are PUBG, TEKKEN 7, and CS:GO. Which each respectfully lag. Any suggestions on what I can do to fix this problem? I am deeply confused on what I can do.

Have you find out why is it happening? I have the same issue, I have to use OBS Classic and everything is fine with the same settings
