Please post a link to a clean log file. To make a clean log file, first restart OBS, then start your stream/recording for a few minutes and stop it again. Make sure you replicate any issues as best you can, which means having any games/apps open and captured, etc. When you're done select Help > Log Files > Upload Current Log File. Copy the URL and paste it here.

Pretty sure this is a GPU load issue but the stats that would confirm my suspicion aren't present in that log.

hello, so I didnt want to annoy my stream viewers and decided to record instead of make a live broadcast.
surprisingly the error did not occur that way at all. the game was pretty smooth!

What game are you capturing and what kind of FPS do you normally get when OBS isn't running?

I'm playing alot of games.
when Im playing overwatch I have 300 fps and also while streaming got like 250.. but whenever action occurs I still have 250 fps but weird mini stutters occur and the mouse acts accordinly.
while im streaming pubg the game works on around 90fps I think.. while streaming 60 fps and stutters..

as I said.. when Im just recording without streaming it seems to be fine which is weird

Probably still GPU overload then since you aren't running with any sort of frame limiter. Turn on vsync or cap your FPS at 60 and see if that helps.

I tried this one out, and it didnt help me at all.
also, my gpu is gtx 1060 and I highly doubt that it cant stream a 1600 bitrate and 1024x720

any idea

Make sure game mode is OFF in windows' settings, provide a FULL session log from that attempt (Restart obs, run a test stream, then restart obs again and upload the LAST log, not current), and provide a screenshot of the first tab of gpu-z.

The first one that I have uploaded is a full session log with game mode already off.
I took a picture of gpu-z :

also, Sometimes the image freezes in my stream and Im using a very low quality. the sound is still there tho!
I have an example for a freeze : https://clips.twitch.tv/HomelyExuberantMushroomVoHiYo
I really think that the freeze is related to my fps drops, do you have an idea of what might be the problem?

Bump
just realized I have those micro stutters evern while im not streaming and even when its an easy game. but when Im streaming it stutters harder

That's quite strange that OBS is stuttering on your end when playing Cuphead when it's in fact capped at 60FPS and shouldn't even use that much GPU power on a 1060. Can you post a new log of your session of playing Cuphead with its Game Capture?
