Question / Help FPS Drops while streaming Help <3

Hello everyone!

I would really appreciate any help at all with this issue and I will provide all necessary information.

Okay, My problem is, whenever I go to stream, no matter what game I'm playing the fps drops incredibly low while streaming. I'm not sure what the issue is frankly I am stumped. Goes from 100-180 to low 30's OCCASIONALLY 60.

Internet Speed:
30mbps down/ 5mbps up

Computer Hardware:
AMD Phenom 9650 Quad Core 2.3 GHZ
8GB Ram
Nvidia GEFORCE 640 2gb VRAM
WINDOWS 7 Ultimate 64 Bit

LOL In Game Settings:
All low graphics, no shadows, Out of stream fps goes from 100-180

Diablo 3 In Game Settings:
All low graphics, same thing

OBS Settings:
Quality Balance-10
Max Bitrate & Buffer Size-2500
FPS-30
x264 CPU Preset: veryfast
process priority class-normal
scene buffering time-400

Also the results of a 6MB test at http://testmy.net/upload from your streaming connection.

(ISPs and speedtest.net rate in 'dead file' transfers, which can run well below the rated speed most of the time and SPIKE far above it briefly to even out the speed... which a livestream can't take advantage of; relies on constant throughput, which testmy will evaluate.)
