Question / Help FPS Drops when editing source properties or in projector view

Been troubleshooting this for a couple of days to no avail, can't seem to find anyone having a similar issue, and everything appears fine as long as I don't projector or try to edit the properties of a source.

Recently when ever I open the properties of any source the FPS of OBS drops to 8-10 or less. Same thing happens when in viewing projector of anything.
Does not matter if a stream or recording is happening, or not. I could have just opened up OBS be trying to edit anythings properties and fps tanks.
Doesn't seem to terribly affect audio during streams, but I do try to avoid touching properties of anything during a stream at the moment.
CPU/GPU never seem to be heavily loaded.

Only thing in the logs that stands out to me is the browser does not like something with browser and the streamlabs chat.

Tried new profile, new scene collection, reinstalling obs. Would try windows reinstall but I was hoping that the latest feature release(dreaded 1809 version of 10) would become usable.

I can provide a log with stream/recording, but this happens with no stream/recording going on.
 
Would like to say the issue has seemingly magically gone away.

Had done system repairs ( sfc, dism, chkdsk, etc), reinstalled system drivers (chipset, gpu, cpu etc), no luck. Maybe the recent nvidia update fixed something or windows updates?

Tried it yesterday and it was working fine. Only change in OBS was some audio filter changes, but that was after I noticed it working fine.

So I honestly do not know what fixed it. Was going to try reseating components(hard tubing water loop so not everything) while dusting system(still need to dust), but again it's working now.

Basically some unknown thing changed / got fixed and it started working. Which as an IT Professional drives me INSANE. Seriously want to know what caused / fixed the issue.
