Question / Help FPS drops only in obs but not in game when I stream on twitch

My specs:
intel Core i5-6500 Processor 3.60 GHz
SAPPHIRE Radeon Dual-X R9 270X 2G|
16 gb ram

I start up OBS and it says its at 30fps but as soon as the game starts playing OBS drops to 4-24 fps but in game there is no drop. I feel like I'm missing a simple setting but I've tried everything. I'm trying to stream overwatch if that helps at all i get like 150 fps in that. I downscale from 1080 to 720 and dropped my fps from 60 to 30 and 6000 to 3000 bitrate. here are the log files https://gist.github.com/1b817dda2a14e633e57d8729a5bf670f

Having the same issue but on 60fps. What worked for me is keeping my GPU load below 90% and capping FPS in games at 60fps. Also the log you posted doesn't show anything about your past streaming session, you only opened and closed OBS. Also something that can help is turn off every Windows 10 gaming feature. (Game bar, Game DVR and Game Mode)
