Question / Help FPS drops in game while streaming!

So i'm posting this thread here and hope for your help now cause i'm running out of ideas how to fix this problem. Let me post PC first:

Win 7 64 bit
i5-3570K 4x3,4 GHz
NVidia Geforce GTX 460
8,00 GB RAM

I was always fine streaming stuff like League of Legends or Osu! with my stuff. Even streaming on 1680x1050 wouldn't cause problems. It was always fine for the last few month. So i took break from streaming for like 1-2 Weeks. And now, all of the sudden, i get huge FPS drops when i start streaming. I didn't change anything on my PC. I get like 30 FPS ingame at League of Legends now, even so my CPU is at only 30% usage... same goes for Osu or other stuff which isn't really big ressource wise. There was like 1 update of OBS or something in my downtime but thats the only thing that changed. I tryed a lot in the Options like going down in resulotion (which i never had to do) and even at like 1120:700 i get better, but really low and unusuall FPS rates. Tryed googling and stuff but i can't really find an answer. I thought maybe some parts of my hardware died but i don't experience any problems outside streaming i don't know... do you guys got any idea what it could be? I know you'll maybe have no clue too since it could be everything i guess but maybe you got a hint or something.

I usually stream on this settings:
video 2500 kbit, audio 128kit aac
CBR and CBR Padding checked
1680x1050
30 fps

I'll post a log from my last test:

Can't really read it but maybe it's usefull for you. This log was created using Monitor Capture. My CPU Usage was at 40% peak, mostly below but the ingame FPS was just like 30.

Also i tryed out Game Capture and i get a much better FPS with it, like 100 at LoL and Osu! seems smooth. I could live with using Game Capture from now on but i just don't understand why it changed. I never had problems using Monitor Capture and i really prefer it to be honest. Still thx in advance if you got a clue what i could do.

Well it's almost been a week now but i just can't find an answer. I tryed an older Build but it's the same. I mean i wouldn't have a problem if it was like that from the beginning so i could say "Hey my PC is just to bad" but it worked fine a few weeks ago. Even if not, my PC Specs should be enough to stream things like Osu! or League of Legends without dropping to 30 FPS (Monitor Capture) or am i wrong on this? I mean as i said my CPU is at 30-40% Usage when i stream so i don't know where this comes from. Don't know i'm confused and sad... :( Maybe someone got a little Idea? Doesn't matter how unlikely it seems. XD
