Question / Help FPS dropping when streaming in 720p 60 FPS

Hi guys !
Since I try to stream in 720p 60 FPS, I have some issues that prevent me to play in good terms.
In fact, when my OBS is started, the FPS are dropping ; the game looks pretty laggy.
I don't understand why, my specs look good (DxDiag attached).
The fun fact is that FPS go up when I minimize OBS (while streaming).
There is no issues when I set the FPS (in OBS) to 30.
I use the NVENC encoder.
Any idea ? Can you review my specs too ?
