Question / Help FPS drop when using OBS

I just reformatted due to my capture card ruining my day previously this week and it's likely that this is due to a setting. As such I will upload my settings at the end of this post. Anyway, onto the problem.

The short version: my FPS drops severely when I have OBS open. The video preview window in REcentral runs fine and fraps shows 60fps across the board. When OBS is open, this drops to 55. When I'm streaming, this drops further to 37. Everything ran fine and dandy before the reformat so I know it isn't a hardware issue.

This wouldn't bother me if it were still running smoothly, but it's not. I made myself and many others physically ill last night attempting to stream Demon's Souls. It was not game specific for that matter, or even console specific. I also tested Wii/CGN games and the framerate drop was not as severe but nonetheless still noticeable.

Any ideas?

Edit: I've just learned that my FPS drops accordingly with the size of my capture card's viewing window, and yet my CPU usage for both programs is never in excess of 40%. Why might this be?

Edit 2: Yet more testing, and native PC games are working perfectly fine at the proper framerate at 1080p. I can only conclude that this is a problem with REcentral. But after attempting to fix that program earlier this week resulted in an OS screwed so bad that I had to reformat, I'm waving the white flag on this one. I give up and will leave well enough alone.
