Fps drop when streaming

Hi, I’m new here, I want to ask that I have a pc which is a i5-3470 8gb RAM 120gb SSD and an old Nvdia GeForce 9500 GT. But when OBS studio was not opened or I started streaming on twitch, I got around 80-120 FPS, but when I started streaming and it dropped to a 20-40 FPS…
Here are my settings
Video settings:
Base res: 1366x768
Output res: 1366x768
FPS: 30 (coz 30 fps made the video like a 15 fps)

Output settings:
Encoder: x264
Rescale output: 1280x720
Rate control: CBR
Birate: 3500 kbps
Keyframe: 0
CPU usage: very fast
Profile: main
Tune: none
x264 options: (none)
 
your PC is OLD your CPU is from 2012 and you GPU is from 2009 please look that you can buy an GTX 750 or 770 and use nvenc encoding then we can talk about streaming over nvenc.
