FPS drop problem when recording game videos in OBS with AMD HEVC H.265

My problem is, as I said in the title, I am experiencing FPS drop problem when recording game videos with AMD HEVC H.265.

My system:
Graphics card: AMD Radeon RX 570
Processor: Intel Core i5-9400F 2.90GHz (6 CPUs)
RAM: 8GB

My OBS settings:

And "encoder overloaded!" I get the error and the image generally lags, but some parts are fluent.
