Question / Help Fps drop from 300 to 150 help me fast please important

Hello.
When i open obs ( not recording ) my fps drop from 300 to 150-160fps and i have some lags.
Recording same 150-160fps i change from high setting cs go to low have 150-160fps wtf.
Plz help me in other game, minecraft, also i have 150-160fps when i open obs
I update my obs.
I dont have windows 10 creator because i dont update this, windows 10 pro version 1607.
In other program same have 150-160fps ( mirillis action )
@edit i back from Holiday and fps drop, 1week ago i dont have lol.
Help me fast please. Regards.

Your output resolution needs to be the same or lower as your base resolution, not higher.
Also limit fps in csgo to your screen's refresh rate.

I change my resolution to 1680x1050 ( same on my monitor ) i change in OBS, did not help
When i change to fps 120 in CS:GO (60hz monitor) i have more lags, and my monitor freezes when i recording lol.

When i recording my monitor resolution i have black bars

1680x1050 is 16:10, while Youtube video is normally 16:9. That's where the black bars come from.
