Question / Help FPS drop at 60 FPS

Hello all,

I recently tried to stream at 60 FPS on twitch but my OBS keeps dropping FPS even when I am not streaming. I am running a core i9 7800X, 1080ti, 32Gb RAM. I'm kind of at my wits end right now. My log file is HERE. Any and all help is appreciated.
