Question / Help Fps dips when not streaming/recording

Hi, i've been trying to use obs as my streaming software but for some reason simply when I open OBS in the background my fps dips pretty significantly while using a gtx 1080, there's no throttling either. The idea is to stream PUBG and play in my native resolution of 3840x2160 and I have the settings to rescale to 1280x720p. Before I even turn on any sort of streaming or recording my fps tanks by a noticeable amount which makes it quite difficult to play. A clean install drops my fps in the game menu from 113 to 104 without any sources or scenes configured. Once my webcam, display capture and browser source are configured this further drops to 97 fps in the start menu. Finally when I actually begin my stream it goes down to around 84. Is it this normal for it to dip this much? obviously if this fps is just in the start menu you could imagine during gameplay it reduces even further and makes for a difficult experience.
When I begin the stream, my settings are NVENC encoding, base canvas 4k res, outscaled to 1280x720p 30 fps at 5000 bitrate, high performance preset, profile main, level auto, two pass encoding off, gpu 0 and b-frames 2
Is there something that i'm doing wrong? thanks a lot for reading
