Bug Report FPS Bug in SC2 after streaming&closing OBS

Hello.
I have a weird bug with OBS that locks my ingame sc2 fps after streaming session. So it only happens if stream sessions was started, if I just open and close OBS fps will be okay but if I stream some content and then stop stream and close OBS fps ingame locks to around 40-43FPS and I have to reboot the game in order to get normal FPS. If I stop stream but keep OBS running in background FPS doesn't lock...so it only happens after stream was stopped and OBS closed.
I tried to reinstall and remove all old settings, but it didn't help.

I too actually, have always had this problem with League. After ending a stream and closing OBS the in game FPS becomes stuck at 43-45 fps and will not go over (when should be 120+ fps). I believe it has to do with closing OBS too quickly after stopping a stream. Never really figured it out.
