Question / Help FPS AND LAG ISSUES WHEN I BEGIN STREAMING ( OBS )

Hey fellow WOW and Obs users i have just downloaded the program i have figured out how to actually bring my WoW up and my Webcam. but the issue im having is my frame rate will drop about 30-40 and my MS spikes up this only happens when i turn the stream on im assuming it has something to do with my configuration of my bitrate and buffer size and maybe my resolution. if anyone can help i would REALLy appreciate it here are my PC specs. and a link to my Twitch account And a picture of my internet Speed test and the test will be at a 33MB upload TEST just an fyi with the website

im sorry i thought the title didnt explain enough about the problem that im having it just seemed like i needed to know the
"101" of streaming which isnt the problem you know.
