Hm hard to say... mostly your log says that it can't render the frames. So as I saw you tried quicksync and x264 as encoder. x264 ist the encoder with the best result regarding quality. If you have enough bandwidth I would suggest you to stream with 6000kbps bitrate.

If you encounter frame drops in obs then try reducing either fps (60 to 30) or to use a faster preset (veryfast is default if i remember correctly).

Your CPU doesn't has hyperthreading, so you just got 4 cores. Thats very limited power... Try with the settings I mentioned above. I don't see an other chance.

Maybe some other people here can help you!

You are getting GPU rendering lag according to your log. That can make the stream look like crap.
Given your GPU, I would suggest changing all your Fortnite video settings to Medium. Textures and Post Processing should be set to Low.

You are also getting network dropped frames. That can come from several areas:
- Stream service is having problems
- Your ISP is having problems
- One or more networking devices on your local network is affecting network upload (turn them off)
- You have too high of a bitrate set (reduce in increments of 250)
- One or more applications or services are running in your computer pushing data out (use task manager to find out who)

Considering the average 120+ FPS with an GTX 580 I assume he is already running everything on low except for view distance.

i can run the game 200+ fps, it isnt my gpu. I already run on lowered settings because i like the game with lower settings. i have my frames capped at 120, and sometimes 60.

and its a radeon 580 haha not a gtx
