I have been a user of OBS for many years now, and just a couple of months ago I have got a problem where the bitrate fluctuates so I got my internet upgraded that still didn't fix the problem then I had my ISP send some people to see if they can fix it and there was nothing wrong with the internet. This used to work perfectly until a few months ago.
I have found out that if I set the bitrate to 100-500 it will work properly but the quality is terrible. It also fluctuates from 0-3000
Some info on my settings-
My upload is 10-15 mb/s
I stream to the Toronto or Denver but I have tried others as I am in Canada Central but near the US border
I have tried resetting modem, router, and PC.
I have tried Xsplit, Streamlabs obs still the same thing
I tried multiple different computers on my internet still nothing
I have also tried ipconfig /release /renew, and /flushdns
I have also reinstalled windows on my computer
I have removed Killer Drivers
I have also seen and tried everything on the Dropped Frames And General Connection Issues page

Thank you for you time and help, I love using this program, but cannot seem to resolve or find a cause/solution to this problem of mine.
