FIXED: Video Capture Works / Doesn't Work each software restart

Open first time: camera doesn't appear. Activating / deactivating does nothing.
Close and open second time: camera works flawlessly for entire 6 hour stream.

In the log, it does show:
DShow: Run failed (0x800705AA): Insufficient system resources exist to complete the requested service.

However, I have reconfigured my USB ports all sorts of way to ensure there's not an overdraw. It seems strange that opening and closing the software would consistently fix the issue.

I FIXED IT. I had multiple different sources using the 'Camlink' capture device in different scenes. It looks like a different layer was getting access first then it disabled the other layers from getting access. I simplified all scenes to use the same exact source and now it works consistently.

Thank you so much, I had the exact same issue since the latest OBS update and this was the reason why. One test scene was "stealing" the resource from my main scene.
So, in case someone finds this thread when trying to understand why their webcam no longer works when starting up OBS, but works after a disconnect/reconnect: do not use the same device twice as an OBS source, or you may encounter a black screen in your scenes.
