Question / Help first time streaming

hello, i just started streaming a few days ago using obs.. but seems that i cant have a smooth video

here are my pc specs and i wanna know if its good enough

Intel I5 4690
Ram 16gb
Gpu Asus Strix R9 390x
cooler Cooler master nepton 240
windows 10 pro

My internet are

Upload : 10mbps
Download : 30mbps

obs settings

Video Encoding: Encoder x264 with both cbr checked, quality 10, Bitrate 2500, buffer 2500

Audio encoding: Codec AAC, Bitrate 128, Format 44.1khz channel stereo

Video: Downscale to 1.5, filter bilinear (fastest), FPS 60

Advanced: PPC set to normal, buffering time 400 Keyframe interval 2

the problems is that i cant seems to stream at 60fps because if i do that, i will make my game from 144fps to 30fps only..
any suggestions?

i5s tend to run out of gas after 720p@30fps without significant streamlining. 720p@30fps, 2000kbps, x264 Veryfast should work fine.

It would be capable, but not advisable. 720@60 starts at 2500-3000kbps, which will cause many potential viewers to buffer badly. It will harm your channel's growth. If you have a technical reason to need 60fps, drop to a 480p downscale. This is for things like playing retrogames that use sprite blitting to fake transparency, and streaming 30fps can cause them to disappear or stay fully solid on-stream. Otherwise, it's mostly just a waste of bitrate.
